Data Management Specialist

Location: Fort Meade, Maryland (onsite)

Job Description:

Responsible for maintaining and updating repositories of documentation generated by multiple participants in complex, multi-project acquisition programs. Design, maintain, and enhance the taxonomy by which this material is organized. Ensure that this material is readily accessible to PMO members, responding quickly and effectively to requests for information, and making data accessible to end users.

Key Capabilities:

  • Implement and supervise data management procedures for both classified and unclassified programs and project information as defined by the Program Data Manager; Utilize available automated data management tools to support data management activities.
  • Establish and maintain the Data Management (DM) Plan and DM structure for the program; Coordinate documentation schedules with the program manager (PM); Review DM schedules and budgets with the PM; Report DM status, results, and metrics.
  • Monitor and maintain the databases and restructure if needed, including confirming the validity of the data contained in the repositories.
  • Ensure database access and connectivity support by collaborating with end users.
  • Assist in the implementation of database maintenance and security procedures including adding and removing users, and administering quotas.
  • Assist in defining database design and management standards and documenting new and existing systems and procedures.
  • Assist in the creation and maintaining of data repositories used to support Acquisition oversight functions. Collaborate with users to ensure that the data repositories meets their requirements.
  • Assist in the creation of structures and standards for use and maintenance of the databases, including enabling information to be pulled through various reports, ability to organize data through various methods, sharing of communication links to users, availability of user friendly options, etc.

Qualifications:

  • Bachelor’s Degree in information systems with a concentration in database administration or data management.
  • Seven (7) years of demonstrated experience in data management is required.
  • Experience implementing document management processes and document management software applications using industry/Government best practices.
  • Knowledge of how to create, implement, and maintain data file structures.
  • Experience troubleshooting and resolving DM application error messages and user issues are required.
  • Clear understanding of the DoD 5000 acquisition process; C4ISR/DoDAF documentation requirements; and NSA record keeping and archiving processes is highly desirable.
  • In lieu of the Bachelor’s degree, three (3) additional years of related experience can be substituted, for a total of ten (10) years.

Business Financial Professional

Location: Fort Meade, Maryland (onsite)

Job Description:

Assist in the execution of the Program’s Budget through the creation/maintenance of spend plans, requisitions and their supporting documents.  Coordinate financial data with appropriate Government officials, such as Business Financial Managers, Program Managers, Contract Managers, Contracting Officers and Contracting Specialists. Contribute to the maintenance of current resources to support day-to-day mission activities.

Key Responsibilities

  1. Assist with Financial Management and Validation:
    • Validate and complete Unliquidated Obligations (ULOs).
    • Enter and modify requisitions in the financial management system, ensuring inclusion of all necessary information.
  2. Support End-of-Year Activities and Data Calls:
    • Assist with conducting end-of-year activities and completing actual data calls in coordination with Government Business Contract Management Offices.
  3. Prepare and Process Financial Requests:
    • Prepare Military Interdepartmental Purchase Requests (MIPR) and Economy Act Orders (EAO), along with their associated requisitions.
    • Process incoming MIPRs and EAOs to ensure Agency acceptance.
  4. Financial Planning and Reporting:
    • Create and maintain spend plans.
    • Provide financial status reports, identifying funding sources, shortfalls, and excesses.
  5. Assist in Budget and Financial Planning:
    • Monitor expenses against budgets.
    • Coordinate and finalize basis of estimate data, including current year updates.
    • Assist in the creation of budgets and financial planning for organizational units or programs,

Qualifications:

  • Experience Requirements:
    • Twelve (12) years of experience in DoD, IC, or
    • Fourteen (14) years of combined DoD, IC, and commercial experience in purchasing or finance.
  • Education:
    • Bachelor’s Degree with a business focus OR see alternate qualifications below
  • Required Skills and Experience:
    • Experience in report preparation reflecting program/project status in cost, schedule, and performance.
    • Experience in budget planning, preparation, and execution for acquisition programs.
    • Proficiency with Microsoft Excel, including creating formulas and pivot tables.
    • Proficiency with PowerPoint, especially in importing Excel data into presentations.
  • Preferred Experience:
    • Experience with NSA’s financial management system and its interfaces are highly valued.
  • Alternate Qualifications:
    • In lieu of a Bachelor’s degree:
      • Program Management Professional (PMP) certification, or
      • Certified Defense Financial Manager (CDFM), or
      • DAWIA Level I in Business/Financial Management, plus
      • Three (3) years of directly related experience for a total of fifteen (15) years of DoD/IC purchasing/finance experience or seventeen (17) years of combined DoD, IC, and commercial purchasing/finance experience.
    • In lieu of certification:
      • An additional two (2) years of directly related experience for a total of seventeen (17) years of DoD/IC purchasing/finance experience or nineteen (19) years of combined DoD, IC, and commercial purchasing/finance experience.

Scheduler with Security Clearance

Job Description:

We are seeking a highly skilled and experienced Scheduler to join our team. The ideal candidate will be responsible for designing, developing, and maintaining detailed resource-loaded schedules for implementation, developmental, and operational systems. This role involves working collaboratively with project/program teams to develop detailed schedules and assist in keeping these schedules current.

Key Responsibilities:

  1. Utilize and recommend automated tools such as MS Project, Primavera, or program-mandated software.
  2. Develop and modify project schedules and integrate multiple project schedules into an overall Master Program Schedule.
  3. Maintain the overall Master Program/Project Schedule and link project schedules with the overarching program investment portfolio and/or other Integrated Master Plans (IMPs).
  4. Provide hands-on development of layered schedules and IMPs, maintaining status on linkages and dependencies with related projects.
  5. Implement schedule version control processes, policies, and procedures.
  6. Define and implement schedule configuration management processes, including creating product build scripts integrated with the schedule build process.

Qualifications:

  • Eight (8) years of experience as a Scheduler in programs and contracts of similar scope, type, and complexity.
  • Bachelor’s degree in a technical or business discipline from an accredited college or university.
  • Two (2) years of experience managing a schedule for a program involving hardware/software development and multiple sub-components.
  • Advanced level proficiency in MS Project or Primavera.
  • Desired certifications: Association for the Advancement of Cost Engineering (AACE) and/or Planning and Scheduling Professional (PSP).
  • Certification in either Association for the Advancement of Cost Engineering (AACE) and/or Planning and Scheduling Professional (PSP) is highly valued.

Program Integrator with Security Clearance

Job Description:

The Program Integrator is responsible for supporting program managers, initiative leads, and leadership in monitoring and reporting the health of programs and initiatives. This includes performing holistic analysis across multiple contracts and government activities, identifying cost, schedule, and performance concerns, and assisting in cross-program analysis. The role involves drafting and managing various program and acquisition documents, preparing presentations to report findings, and ensuring effective program execution.

Key Responsibilities

  1. Provide comprehensive financial and summary reports at the program level, assisting with resource allocation and tracking.
  2. Develop and manage program documentation, such as Program Management Plans, Risk Management Plans, and Acquisition Strategies.
  3. Support program managers in ensuring execution within cost, schedule, and performance baselines using various program management tools.
  4. Attend contract reviews and assist in cost estimating and monitoring outcomes.
  5. Advise on the production and tailoring of financial execution reports and program acquisition documentation.
  6. Analyze, track, and report on program unfunded requirements in accordance with policies.
  7. Prepare materials for program decision-making, including point papers, briefing charts, and spreadsheets.
  8. Perform detailed data analysis using advanced features of MS Excel (pivot tables, slicers, pivot charts).
  9. Create various reports to support program management functions, including execution, cost estimating, and staffing reports.

Qualifications:

  • A minimum of twelve (12) years of combined experience in DoD/IC program management, contract management, and/or financial management.
  • Bachelor’s degree with a business or technical focus is required. Alternatively, certifications such as PMP, Certified Federal Contracts Manager, or DAWIA Level III in any focus area may be considered.
  • Familiarity with Plan-It and intermediate proficiency with MS Excel, including pivot tables, slicers, and pivot charts, is preferred.
  • A combination of directly related experience may be substituted for educational or certification requirements.
